1. Executive Summary
1.1 This report seeks approval for the allocation of a one-off grant of £2,500 from the PFCC’s 2023-4 Community Safety Fund to the Essex Community Foundation (ECF) as a contribution towards the costs of the 2023 High Sheriff’s Awards event.
Recommendations
2.1. The PFCC approves the allocation of £2,500 to ECF for a contribution towards the costs of the 2023 High Sheriff’s Awards evening.
3. Background to the Proposal
3.1. Essex Community Foundation (ECF) has managed the High Sheriffs’ Fund since 1997 and has allocated £700,000 to local charities. The Fund provides an annual programme of grants up to £5k each, to charitable groups that tackle crime and provide initiatives that promote community safety.
3.2. The PFCC contributed to, and attended, the 2022 High Sheriff’s Award evening which is an annual event to showcase projects and recognise outstanding achievements with specific awards including the High Sheriffs’ Shield for outstanding contribution to community safety in Essex, the ECFRS Shield for an organisation’s work with young people, and the Essex PoliceCup for the work of organisations and individuals in the community.
4. Proposal and Associated Benefits
4.1. By contributing to the event, the PFCC will benefit from having the opportunity to thank nominated organisations for their work as well as being referenced in the event programme and in presentations on the night, boosting awareness of the PFCC and the support given to local charities and community groups.
5. Options Analysis
5.1. The PFCC has the opportunity not to contribute towards these costs but would forego the chance to be involved in a positive and inspiring event and raise awareness of the PFCC’s efforts to support the local VCS.

6.1. The PFCC was invited by to support this event following its successful and valuable engagement in last year’s awards event.

7.1. This awards event will highlight the work of the voluntary and community sector in supporting community safety. This aligns to the Police & Crime Plan priority to encourage volunteers and community support.

9.1. The PFCC will make a one-off allocation of £2,500 from the 2023-4
Community Safety Fund (CSF) to Essex Community Foundation. After this
grant, the 2023-4 CSF has £1,500 remaining to allocate.
