1. Executive Summary
1.1. This report seeks approval for the allocation of £5,000 as a contribution towards the cost of programme/project management resource in support of a partnership domestic abuse commissioning and tender process. This will be used to support the planning and preparation for a new jointly commissioned DA contract from 1st April 2025.
2. Recommendations
2.1. The PFCC endorses the decision to allocate £5,000 to Essex County Council for the provision of programme and project management resource in support of a partnership domestic abuse commissioning and tender exercise.
3. Background to the Proposal
3.1. The Southend, Essex and Thurrock Domestic Abuse Board (SETDAB) brings together relevant partners from across local authorities (including public health, social care, education), criminal justice and emergency services with the purpose of preventing, reducing and responding to domestic abuse. The
Partnership is chaired by the DPFCC.
3.2. The SETDA partnership has an ambition to design a more integrated and holistic model as part of our collective response to domestic abuse. In preparation for such a model, each commissioning partner has aligned their existing perpetrator and victim support contracts and grants to end in March 2025 so that we can maximise the opportunity for systemic change through integrated design and commissioning post-April ‘25.
3.3. This proposal follows-on from DR79-22 which approved a DA commissioning discovery exercise to design an integrated DA commissioning model.
4. Proposal and Associated Benefits
4.1. This proposal would see the allocation of a dedicated Programme Manager and additional support from Essex County Council’s Transformation Support Unit’s programme office in the form of a project officer. The ECC TSU has agreed only to charge for the costs of the Programme Manager post at a cost
of £50,000 for 1 year.
4.2. This PM resource would support SETDAB commissioners to work together to develop a shared model of commissioning and undertake the necessary governance, finance and planning work to commission the new service to go live in April 2025.
5. Options Analysis
5.1. The requirement for this resource has been identified through SETDAB’s commissioning task and finish group. Without this resource it is unlikely there would be sufficient capacity to ensure the necessary coordination of each commissioner’s processes to efficiently facilitate an integrated commissioning
approach.
6. Consultation and Engagement
6.1. As above, this work was discussed and proposed via SETDAB’s commissioning task and finish group, attended by representatives from SETDAB, PFCC, Police, Probation, Integrated Care Boards, and Essex,
Southend & Thurrock local authorities.
7. Strategic Links
7.1. This proposal supports the ambitions of the SETDAB partnership, articulated in the 2020-25 partnership strategy. It also supports the PFCC to deliver on the commitments outlined in the Police & Crime Plan to break the cycle of Domestic Abuse, and reduce Violence Against Women and Girls.

9. Financial implications
9.1. The PFCC would make a one-off allocation of £5,000 from the 2023-4 Victims’ Fund to Essex County Council. The Victims’ Fund will then have £55,709 remaining to allocate.
9.2. Contributions to this project would also be sought from local authority colleagues, health partners, Essex Police, and Probation.
10. Legal Implications
10.1. This funding would be subject to the PFCC’s standard funding agreement.
11. Staffing implications
11.1. Employment of staff or sessional workers will be the responsibility of the relevant delivery organisation. No liability for the continuation of roles will be placed on the PFCC or other funders because of this grant funding.

14.1. The work of the Commissioning Task and Finish group is reported back to the DPFCC-chaired SETDA Board and SETDA Strategic Development Group.
