Holding the Chief Constable and Chief Fire Officer to account
The Police, Fire and Crime Commissioner (PFCC) has statutory responsibilities for holding the Chief Constable and Chief Fire Officer to account.
The PFCC will be required to hold Essex Police Chief Constable to account for:
- Performance against the priorities set out in the Police and Crime Plan
- The Strategic Policing Requirement (SPR) – which ensures there is sufficient capability regionally and nationally to respond to serious and cross-boundary criminality
- The Force having regard to Codes of Practice
- The effectiveness and efficiency of the Force
- The Force’s engagement with local people
- Equality and diversity
- Safeguarding of children and promotion of child welfare
The PFCC is required to hold Essex County Fire and Rescue Service Chief Fire Officer to account for the functions delegated to them, in particular:
- Prepare an integrated risk management plan, which identifies, and proposes mitigations for all foreseeable fire and rescue related risks
- Manage the staff of Essex County Fire and Rescue Service
- Manage and oversee all major operational incidents
- Ensure and effective and efficient service
- Ensure good value for money
- Lead and direct strategic management
