PCC publishes latest quarterly report into police conduct

The Office of the Police & Crime Commissioner (OPCC) for Essex has published the latest quarterly report detailing Essex Police complaints and conduct matters.

The report, from the force’s Professional Standards Department (PSD), contains details of complaints and disciplinary matters involving Essex Police officers and staff between January and March 2015.

Where possible it includes the outcome of disciplinary proceedings, details of cases which have been referred to the police watchdog, the Independent Police Complaints Commission (IPCC), for investigation and those which resulted in prosecution through the courts.

The publication of the latest report forms part of a pledge from Nick Alston, Police and Crime Commissioner for Essex, to oversee police integrity and conduct issues on behalf of the people of Essex and to do so transparently.

Nick Alston said: “This is the seventh quarterly report into police conduct matters that I have published. I remain thoroughly committed to being open and transparent about police disciplinary processes, and I am conscious that some of the cases outlined in the report make for uncomfortable reading. However, this scrutiny work should help ensure that the people of Essex can have confidence that where misconduct occurs, it will be identified and addressed, and that their police force remains committed to the highest professional standards.

“In addition to publishing these reports, the Deputy Police and Crime Commissioner Lindsay Whitehouse and I have regular meetings with senior officers in Essex Police to monitor and dip test investigations. It is important to note that many of the issues now coming to light have been raised by Essex Police themselves and that is to their credit. I would also want to remind people that, day by day, the vast majority of the men and women of Essex Police continue to carry out excellent work in solving crimes, locking up criminals and most importantly supporting victims.”

The report contains details of the referrals made to the IPCC following concerns raised by Essex Police itself into investigations carried out by the force’s North Child Abuse Investigation Team. These investigations remain ongoing and there are more recent updates from the IPCC and PCC which can be read here and here.
